New intercity and high-speed rail projects cost billions of dollars.   Federal money can cover part of the costs, and state and local government may contribute, but funding gaps will likely remain.  Is there the potential for P3 partnerships?  What are the attractions and impediments for private financing?   This roundtable session explores public-private financing options with perspectives from the Surface Transportation Board, the Build America Bureau, an Owner/Agency, and a Financial Advisor.
